Bill McNeil was born in DuBois, Pennsylvania. He graduated cum laude with a B.S. degree from Pennsylvania State University and received his J.D. degree from Harvard Law School.

He is admitted to practice in the State of Ohio, U. S. Tax Court and U. S. Court of Appeals for the Sixth Circuit.

Bill's primary area of practice is estate planning and trusts and estates administration. This practice involves counseling clients to meet their objectives in the management and transmission of wealth, drafting of documents designed to preserve and protect family assets and to reduce estate, gift generation-skipping transfer and income taxes, assisting in the administration of assets and trust and litigating disputes involving estates and trusts. He is listed in Best Lawyers in America^® and in Ohio Super Lawyers^®. He is certified as a specialist in estate planning, trust and probate law by the Ohio State Bar Association (OSBA). He is a fellow of the American College of Trust and Estate Counsel (ACTEC).

Bill has been a member of the Ohio State Bar Association Estate Planning Trust and Probate Law Section Council (formerly Board of Governors) since 1983 and serve as the chairman in 1997-1999. It is the most active Section of OSBA and has been responsible for enacting many improvements in the law affecting estates and trusts. He has chaired many committees that have developed new legislation. He has also been a speaker at seminars held by the ACTEC and state, district and local bar associations.

His other professional associations include the American, Ohio and Miami County Bar Associations, Editorial Board of the Probate Law Journal of Ohio, OSBA Specialty Board for Estate Planning, Trust and Probate Law and Ohio Bar Foundation (Fellow).

Bill has been active in many community organizations during his entire career including twelve years on the Piqua City School District Board of Education (four years as President).

Bill is married to Karen and they have four adult children, Brian, Andy, Kate and Matt, and seven grandchildren.
